The target of the rehabilitation programme for people with disabilities in the city for 2013 – 2015, set by Ho Chi Minh City, is to support 80% of people with disabilities in need in accessing appropriate rehabilitation services.
In addition, 100% of children under 6 will be screened and congenital disabilities and developmental disorders detected early, so that early intervention can prevent and treat disabilities through rehabilitation; the aim is for 60% of children with disabilities to improve their functions and strengthen their capacity so that they can take part in education, find work, earn an income and integrate into the community; and 100% of city-level health facilities and 80% of district-level health facilities will have the capacity to detect impairments in newborns early and screen for disabilities before birth
