On 24 October, police in Thanh Chuong district (Nghe An) said they had initiated criminal proceedings, prosecuted the accused and detained Ms. Nguyen Thi Hoi (born in 1954, Thanh Chi commune, Thanh Chuong district) for “embezzlement of property”.
Investigators said that in 2007, the People’s Committee of Thanh Chi commune drew up a list of people proposed for social protection benefits for people with disabilities. On the list of recipients was the signature of Ms. Nguyen Thi Nhi (born in 1932, living in Thinh Lac village, Thanh Chi commune), for benefits from January 2007 to July 2011 totalling 7,080,000 VND.
In fact, when local checks were carried out, the authorities found that there was no one named Nguyen Thi Nhi.
Ms. Nguyen Thi Hoi, who was both cashier and a member of the payment board, drew up a false file and signed the payment list herself. She used all of the money for personal purposes. Ms. Nguyen Thi Hoi had been cashier since 2005.
In connection with this case, in April 2013 the Thanh Chuong District Party Committee decided to issue a warning to the Thanh Chi Commune Party Committee as a group, to remove Mr. Phung Van Dien from his post as Secretary of the Thanh Chi Commune Party Committee, to dismiss Mr. Nguyen Duy Ngoc from his post as Chairman of the Thanh Chi Commune People’s Committee, to remove Mr. Le Van Thuy from his post as Vice Chairman of the commune, and to expel Mr. Tran Dinh Nhuan, a former commune policy officer, from the Party and dismiss him from his job, for violations relating to policy benefits. Thanh Chuong district has recovered nearly 160 million VND of the misappropriated money.
Criminal police in Thanh Chuong district are expanding the investigation.
