This morning, 18 November, a memorandum of cooperation between Binh Dinh province and Development Alternatives Inc. (DAI) and Vietnam Assistance for the Handicapped (VNAH) on the Comprehensive and Integrated Programme to Support People with Disabilities in Binh Dinh was signed. The memorandum was signed by three parties: Mr. Nguyen My Quang (Deputy Director of the Department of Labour, Invalids and Social Affairs, authorised by the Chairman of the Provincial People’s Committee), Mr. Mark Rasmuson (representing DAI) and Mr. Tran Van Ca (representing VNAH).

The Comprehensive and Integrated Programme to Support People with Disabilities in Binh Dinh, funded by the United States Agency for International Development (USAID), has a total budget of up to 18 billion VND. The programme’s activities will mainly be carried out in Phu Cat district; training to build capacity, support for organisations of people with disabilities, service providers and others will be carried out across the province.

Mr. Mark Rasmuson, Director of USAID’s disability support programme, said the programme aims to meet some of the needs of people with disabilities through case management, helping people with disabilities access improved specialist services and support, while improving data to support screening, detection and treatment of the most common types of disability. Accordingly, a team of professional social workers and case managers will be built; a multi-sectoral referral system will be built and operated; quality specialist medical rehabilitation services will be established and accessible to people with disabilities; the rate of children with disabilities attending school will increase; the rate of people with disabilities in employment will increase and livelihood development will be supported; and activities promoting policies for people with disabilities will be supported.

Currently, Binh Dinh province has more than 52,000 people with disabilities; this programme will bring more opportunities for people with disabilities in the province to access high-quality specialist services and support.

At the signing ceremony, Mai Thanh Thang, Vice Chairman of the Provincial People’s Committee, thanked the United States Agency for International Development (USAID) for its support and pledged to create every condition for the programme to be implemented on schedule.
