People with disabilities will have access to transport, information and housing so that they can travel and develop their abilities…

The National Committee on People with Disabilities of Viet Nam is committed to working with its members to implement action programmes well, in order to create conditions for people with disabilities to exercise their rights.

Since the Law on People with Disabilities was issued, the system of laws and policies on people with disabilities has been relatively complete, consistent and comprehensive. Implementing policies and laws on people with disabilities has brought positive changes to the lives of people with disabilities.

Changes in social awareness have helped people with disabilities become more confident, social barriers have gradually diminished, and the rights of people with disabilities are increasingly better ensured, helping people with disabilities integrate into social life more easily. Besides this, the State has always paid attention to issuing many policies and prioritising resources for implementing policies, programmes and projects to support people with disabilities. At the same time, support for people with disabilities has received much attention, with responsibility taken up by authorities at all levels, sectors, organisations, individuals and residential communities.

Nguyen Trong Dam, Deputy Minister of Labour, Invalids and Social Affairs and Vice-Chair of the National Committee on People with Disabilities of Viet Nam, said that everyone needs to raise awareness and remove barriers and social stigma against people with disabilities, and take a more correct, appropriate and open view, so that people with disabilities can confidently take part in all areas of society and, in particular, be given the right to decide their own lives:

“The top priority is that we must review and adjust the policy system to be compatible with the Convention, to see whether any laws or policies relating to people with disabilities in different documents still need adjustment. At the same time, the first priority is to solve the problem of access for people with disabilities; access to transport, information and housing must be addressed soon to create opportunities for people with disabilities to travel and integrate. Next, we must strongly promote programmes to support literacy and vocational training and to find jobs for people with disabilities” – Deputy Minister Nguyen Trong Dam stressed.

According to a report by the Ministry of Labour, Invalids and Social Affairs, the country now has about 7.2 million people with disabilities aged five and over, accounting for 7.8% of the population. Of these, more than 796,500 people with very severe and severe disabilities receive monthly social allowances. Across the country, 67 facilities have been formed and developed to support people with disabilities, providing services, functional rehabilitation, vocational guidance and training, and social work for people with disabilities in especially difficult circumstances. People with disabilities living in social protection centres have had their allowances and meal allowances raised by localities to 1.5 to 2 times the State’s general policy./.
