On 17 June 2014, the city People's Committee issued Plan No. 4243/KH-UBND on implementing the legal aid policy for people with disabilities in Hai Phong in 2014. Under the plan, the Department of Justice will take the lead, coordinating with departments, sectors and district People's Committees to organise and guide legal aid activities for people with disabilities as set out in the plan. Specifically:
1. Strengthen communication on legal aid for people with disabilities
– Communicate the Party's policies and the State's laws to people with disabilities; run a section answering legal questions for people with disabilities on Hai Phong Radio and Television and on district radio stations.
– Communicate about the right to legal aid and policies relating to people with disabilities in communes, wards and townships.
– Continue to compile and issue communication materials on policies for people with disabilities, and leaflets introducing the functions, duties and contact details of the city's State Legal Aid Centre, along with legal aid application forms distributed free of charge to people with disabilities in the city.
– Complete the installation of legal aid information boards and boxes at at least 30% of locations with organisations of people with disabilities in the city, providing the list and addresses of the Association of People with Disabilities, social protection establishments, schools, businesses and other organisations of people with disabilities so the installation can be carried out.
– Integrate communication, legal dissemination and legal aid for people with disabilities into other programmes and projects for people with disabilities in the city.
2. Strengthen capacity to provide legal aid for people with disabilities:
– Develop programmes and materials and organise training in legal aid knowledge and professional skills for people with disabilities for legal aid providers and members of the Legal Aid Club's management board (at least once a year).
– Develop a team of legal aid collaborators who are members of agencies, organisations and associations of people with disabilities and meet the requirements.
3. Provide legal aid for people with disabilities:
– Survey the legal aid needs of people with disabilities.
– Provide legal aid for people with disabilities on request, hiring interpreters when providing legal aid for people with hearing or speech impairments.
– Organise mobile legal aid in communes, wards and townships with many people with disabilities, and at the Association of People with Disabilities, social protection establishments, schools and other organisations of people with disabilities, on request.
– Organise legal seminars and Legal Aid Club meetings on topics relating to people with disabilities in communes, wards and townships with many people with disabilities….
