Hanoi increases investment to create jobs for people with disabilities

Hanoi aims to ensure that by 2015, 60% and by 2020, 100% of people with disabilities of working age who are able to work receive vocational training and suitable jobs; all people with disabilities who are able to work, wish to work and meet the conditions can borrow from the social policy bank and other funds to develop production and business, create jobs and increase their incomes.

In addition, 70% of people with disabilities will be supported to access and use information and communication technology

According to the Hanoi People's Committee, in the coming period Hanoi plans to spend VND 2-3 billion each year under the national target programme on vocational training and job creation to provide free vocational training for people with disabilities who wish to learn a trade and are able to do so, helping them gain a trade suited to their working capacity so they can create their own jobs or find work with a stable income.

The city is also studying a mechanism to approve funding to improve working conditions for public service units and enterprises employing at least 10 stable workers, and for production and business establishments where people with disabilities make up 30% or more of the workforce.
Hanoi also integrates monthly job fairs for people with disabilities, helping them meet employers looking to recruit, and receive advice on vocational training and suitable jobs.

Vocational training institutions for people with disabilities receive funding and support to ensure suitable facilities, environment and training equipment, and to develop curricula, teaching methods and training schedules suited to people with disabilities.

The Hanoi People's Committee requires employers not to assign workers with disabilities to heavy or dangerous work or work involving exposure to toxic substances; it strictly prohibits requiring people with severe disabilities whose working capacity has been reduced by 51% or more to work overtime or at night.

The city also calls on organisations and individuals at home and abroad to donate IT equipment and upgrade IT data facilities for associations of people with disabilities; it will also arrange for some television programmes to use sign language, so that deaf people can access information…/.
