According to the Hanoi People's Committee, the target is that by 2015, Hanoi aims for 60% and by 2020 for 100% of people with disabilities of working age who are still able to work to receive vocational training and suitable jobs.
Accordingly, all people with disabilities who are still able to work, have a need and meet the conditions will be able to borrow capital from the Bank for Social Policies and other funds to develop production and business, create jobs and increase their income. 70% of people with disabilities will be supported to access and use information and communication technology.
The city plans to allocate 2–3 billion VND each year from the national target programme on vocational training and job creation to organise free vocational training for people with disabilities who have a need and are able to learn a trade, to help them gain a trade suited to their working ability so they can create their own jobs or find jobs with a stable income.
The city is also studying a mechanism to approve funding to improve working conditions for public administrative units and businesses employing at least 10 workers in stable employment, and production and business establishments where people with disabilities make up 30% or more of the total workforce.
The Hanoi People's Committee requires employers not to use workers with disabilities for heavy, dangerous work or work involving exposure to toxic substances; it strictly prohibits the use of people with severe disabilities whose working capacity has been reduced by 51% or more for overtime or night work
