The Ministry of Education and Training and the Ministry of Labour, Invalids and Social Affairs have just drafted a joint circular on organising the teaching, learning and assessment of national defence and security education in vocational secondary schools, vocational training institutions and higher education institutions.
The draft sets out the groups exempt from national defence and security education, including pupils and students who hold diplomas from intermediate or college-level schools, military and police officers; those who hold a national defence and security education certificate corresponding to their level of training; and those who transfer schools or undertake linked training, who are exempt from studying and sitting examinations for the modules and content they have already accumulated as prescribed, and must present the assessment record for those modules and content.
Pupils and students with congenital injuries or disabilities, or chronic illnesses that limit their motor function, who have confirmation from a medical authority at district level or above, or who hold a disability certificate as prescribed by the Law on Persons with Disabilities, are exempt from studying and sitting examinations for the practical military skills content. Pupils and students who have completed military service or service in the People's Public Security are exempt from studying the practical military skills content but must take the tests and examinations for all other content as prescribed.
