No education programme yet for students with disabilities

On 1 October, the Ho Chi Minh City Department of Education and Training held a conference to review the 2012–2013 school year and implement the disability education plan for special schools in the 2013–2014 school year. The Ministry of Education and Training still has no separate education programme for students with disabilities, so schools continue to apply the education programme for non-disabled students, selecting lessons that are familiar and suitable to teach. Many schools admit that educating children with disabilities is still very difficult.

Schools and parents of pupils find it difficult to coordinate with each other. Because of their financial circumstances, many parents often leave the care and teaching of their children to the school. Most schools have no medical staff, while students with disabilities very much need professional care, and there is a lack of funding for extracurricular activities. Many wards do not really pay attention, so coordination in surveying the number of children with disabilities in the area is still perfunctory…

Ho Chi Minh City currently has 25 special schools, most of them converted from townhouses, so they are cramped and lack functional rooms. One special school in District 7 has just had to close because it has fallen into disrepair. Recruiting special education teachers is also very difficult.
