Under Decree No. 136/2013/ND-CP on social assistance policies for social protection beneficiaries, just issued by the Government, those eligible for allowances include:
Children under 16 with no source of support; people aged 16 to 22 in the above cases who are studying at general school, vocational school, professional secondary school, college or university for a first degree; children with HIV from poor households, and people with HIV from poor households who are no longer able to work and have no pension or monthly allowance; poor single parents raising children; older people from poor households with no one to support them, or people aged 80 or over with no pension or monthly allowance…; children with disabilities and people with disabilities eligible for social allowances under the regulations on people with disabilities…
The decree also allows support of up to 20 million VND per household for poor households, near-poor households and households in difficult circumstances whose homes have completely collapsed, been swept away, burned down or otherwise destroyed by natural disasters, fire or other force majeure, leaving them with nowhere to live; and support of up to 15 million VND per household where a home is seriously damaged. In addition, it provides 15kg of rice per person for all members of food-short households during Tet (Lunar New Year); and 15kg of rice per person per month for no more than three months during and after natural disasters, fire, crop failure, the lean season or other force majeure.
